Procure workforce outcomes—not CV volume.

A neutral, US-first evidence framework for defining data-centre roles, engagement models, competence, safety responsibilities, mobilisation, delivery measures and handback before comparing staffing providers.

Workforce basis

Define the work before requesting people

A staffing request becomes comparable only when every provider receives the same outcome, timing, worker model and evidence requirements. Start with the work and accountable parties, then turn candidate claims into dated, source-verifiable mobilisation records.

Input 1

Work and outcome

Define the project phase, work packages, roles, location, shift pattern, start and finish triggers, deliverables, reporting line and consequence of a vacancy or failed placement. Separate permanent search, temporary supply, managed teams and statement-of-work services.
Input 2

Worker and employer model

Record who recruits, employs, pays, supervises and can remove each worker; which entity contracts with the buyer; any subcontracting or umbrella arrangement; and the current legal, tax and labour route for the actual jurisdiction and engagement.
Input 3

Competence and authorisation

Set role-specific education, trade licences, experience, site access, technical authorisations and task training. Define who verifies each item, against which issuing source, when it expires and what must be repeated on mobilisation.
Input 4

Mobilisation and capacity

State demand by role and date, candidate-submission evidence, screening stages, interview ownership, notice assumptions, offer acceptance, background and eligibility checks where lawful, onboarding lead time, replacement route and ramp-down plan.
Input 5

Safety and site interfaces

Identify hazards, supervision, induction, task-specific training, personal protective equipment, permits, fatigue controls, incident reporting, stop-work authority and the staffing-agency/host split before a worker arrives.
Input 6

Commercial, service and exit basis

Normalize fee type, bill rate, pay-rate transparency where required, overtime, travel, expenses, conversion terms, guarantees, timekeeping, service measures, data handling, offboarding and the evidence returned at the end of the assignment.

Market controls

Verify the engagement route for the actual work

United States · Primary focus

Allocate host and staffing responsibilities before mobilisation

OSHA describes staffing agencies and host employers as joint employers of supplied workers and recommends a contract that allocates safety, training and communication duties. The Department of Labor's classification guidance makes worker status fact-specific, while SAM.gov wage determinations matter only where the contract is covered. Confirm federal, state, local, trade, tax and project requirements for the actual engagement.
United Kingdom

Keep the hirer, supplier and worker information aligned

HSE expects labour suppliers and end users to exchange role, competence, hazard and control information before placement and to keep safety responsibilities clear. GOV.UK guidance sets out hirer and agency duties and qualifying-period rights. Confirm the current rules for the relevant UK nation, employment route and assignment.

Competence evidence

Treat cards, licences and training as different claims

Awareness

An OSHA card is not a certification

OSHA states that its 10-hour and 30-hour Outreach courses provide general hazard-awareness education, are not certifications and do not replace training required by specific standards. Record the course and issuer accurately, then verify every role-specific licence, task qualification and site authorisation separately.
Task readiness

Recheck evidence at the site boundary

A CV, recruiter screen or qualification copy does not prove that a person is authorised for the buyer's equipment, procedures or jurisdiction. Name the verifier, issuing source, scope, expiry, site induction, supervised period and approval needed before productive work.

Offer comparison

Compare demand, proof and delivery on one basis

01

Normalize the demand

Issue the same role outcomes, dates, location, shift pattern, worker model, competence evidence and screening stages. A submission count is not comparable when role or acceptance criteria differ.
02

Test mobilisation proof

Sample how identities, qualifications, licences, references, work eligibility where applicable, site training and safety handoffs are checked. Keep general awareness courses distinct from role or task authorisation.
03

Measure starts and staying power

Define each funnel stage, clock and exclusion. Compare accepted starts, time to productive mobilisation, early attrition, replacement performance and closeout evidence—not CV volume alone.

Build the research set

Connect the workforce plan to the directory

Use filtered records to identify organisations for further research, then issue the same role schedule and evidence matrix to every candidate. Directory inclusion is not proof of employment compliance, worker identity, competence, safety performance, screening quality, fill capacity, retention or successful delivery.
