Grid connections · Reviewed 11 September 2026

Power available is not one status.

A dated evidence framework for tracing a data-centre load from requirement and application through studies, agreements, network works and energisation.

Evidence sequence

Six checks before relying on a connection claim

  1. Step 1

    Freeze the load definition

Record the applicant, site, initial and ultimate demand, IT and facility load, phase dates, ramp, load factor, power factor, harmonics, ride-through, flexibility and onsite generation. Version every change.
  2. Step 2

    Identify the connection route

Confirm whether each phase is expected to use distribution or transmission and name the utility, network owner, system operator and application owner. Do not transfer milestones between routes.
  3. Step 3

    Separate status from capacity

Record the exact stage—enquiry, accepted application, study, offer, executed agreement, network delivery, commissioning or energisation—and retain the dated document that supports it.
  4. Step 4

    Map works, rights and money

Split utility, network and customer works; then capture land rights, easements, securities, deposits, upgrade costs, cancellation exposure, tariff terms and whether any rights can be assigned.
  5. Step 5

    Build a dependency programme

Join studies, consents, design approvals, equipment procurement, outages, construction, testing and energisation to accountable owners, prerequisites and evidence dates. Keep alternatives explicit.
  6. Step 6

    Revalidate at every decision

Refresh the load basis, study assumptions, offer conditions, delivery dates, costs and change notices before land commitment, finance approval, procurement and notice to proceed.

Status ladder

Do not compress the route into available or unavailable

01

Requested

An enquiry or application proves that a request exists. It does not prove that studies are complete, capacity is reserved or the target date is deliverable.
02

Studied

A study answers its stated load, network model and date. Confirm the assumptions, required upgrades, validity period and what must happen next.
03

Offered or contracted

Read the executed terms, milestones, securities, conditions, change rights and responsible entity. An agreement is not evidence that physical works are complete.
04

Energised

Confirm commissioned capacity, voltage, redundancy, operating limits and phase. Do not extend evidence for one energised phase to future capacity.

Great Britain

Record the current reform position

NESO manages transmission connection contracts with Transmission Owners and publishes the connection journey and offer process. As of 11 September 2026, Ofgem's data-centre demand-connection fee and progress milestones were proposals in an open consultation, not final rules. Check the current position and the responsible network before relying on any milestone or cost.
United States

Trace the regional and retail layers

FERC's June 2026 action required six regional grid operators to address large-load application, study, cost, co-location and flexibility rules, while recognising that regional structures differ. Identify the state commission, serving utility, transmission owner and RTO or ISO involved, then verify the applicable tariff and agreement.

Build the project team

Find the capability, then verify the appointment

Use the directory to research organisations that publish grid-connection, high-voltage, transformer, engineering or delivery capabilities. A listing is not evidence that a firm controls an application, can assign capacity, has a current production slot or is appointed to your project.
