Procure the service—not the nameplate.

A neutral evidence framework for data-centre battery energy storage: define the operating duty, integrated system, connection route, safety case, acceptance record and full lifecycle before comparing offers.

Requirement basis

Define the service before choosing the system

DOE's procurement material starts with project needs and carries them into specifications and interconnection questions. Write one controlled operating basis for the data-centre site, then make each bidder show how the proposed integrated system delivers it under the stated conditions.

Input 1

Service and operating modes

State the job the BESS must perform, then define import, export, standby, peak-management, flexibility and recovery modes separately. Record which modes may overlap and which take priority when the data-centre load is at risk.
Input 2

Power and energy duty

Define power, usable energy, duration, charge and discharge windows, state-of-charge limits, expected cycles, response time and the environmental conditions behind each value. Keep MW, MWh and duration claims distinct.
Input 3

System and site boundary

Map cells, modules, enclosures, power-conversion equipment, transformers, protection, controls, cooling, detection, suppression, civil works, drainage, communications and auxiliary power. Name every owner and interface.
Input 4

Connection and control

Record the point of connection, import and export limits, utility application status, studies, protection, metering, control signals, curtailment conditions and responsibility for each approval. Do not assume the site-load connection covers storage.
Input 5

Safety and emergency basis

Identify the chemistry, total energy, credible hazards, affected people and assets, separation, access, isolation, ventilation, detection, containment, water or runoff arrangements and emergency-response information. The responsible specialists must approve the risk controls.
Input 6

Lifecycle and commercial basis

Define performance tests, degradation and availability measures, warranty conditions, software and data access, maintenance, spares, augmentation, change control, incident support, decommissioning and end-of-life evidence.

Trace the applicable route for the actual project

United States

Carry the duty into the specification and utility process

FEMP publishes a BESS procurement checklist, a customizable lithium-ion technical-specification template and a separate distributed-energy interconnection checklist. Use the current utility, authority and project requirements for the actual site; the federal templates are a starting structure, not proof of compliance or permission to operate.
United Kingdom

Allocate lifecycle duties before award

HSE identifies responsibilities for designers, installers and operators. DESNZ guidance follows grid-scale storage through design, transport, commissioning, operation and end-of-life, while England's planning guidance encourages early fire-service engagement for qualifying projects. Confirm the scale, chemistry, nation, site and legal route with the responsible authorities and specialists.

Offer comparison

Compare service, integration and lifecycle on one basis

01

Normalize the service

Compare offers against the same duty profile, operating modes, state-of-charge window, site conditions and connection constraints. A nameplate value alone is not a comparable service.
02

Expose integration scope

Price every transformer, protection, controls, cooling, fire, civil, drainage, communications and auxiliary-power boundary. Make exclusions and third-party dependencies visible.
03

Test the lifecycle claim

Compare the acceptance method, degradation measure, warranty conditions, software access, service response, augmentation assumptions and end-of-life responsibilities on one dated basis.

Build the research set

Connect the package to the directory

Use the filtered records to identify organisations for further research, then issue the same operating basis and evidence matrix to every candidate. Directory inclusion is not proof of system integration, connection rights, compliance, safety, performance, available capacity, service coverage or delivery availability.
